Program Evaluation and Economic Analysis
The PERTAN Group provides a full range of services related to program evaluation including economic analysis, performance monitoring, data collection and analysis, measurement and verification, design and development of performance indicators, quality assurance, and organizational assessment.
We have evaluated and conducted economic analysis for the US Army Corps of Engineers Corporate Lessons Learned System, Design and Review Checking System and Fort Future Program. We have also evaluated Military Construction Alternatives performing economic analyses of Traditional versus Temporary construction at Army installations. For the US Army Medical Command, we evaluated the Reliability-Centered Maintenance program nationwide. We have helped managers make key decisions regarding program objectives and goals and long-term performance.
Management and Technical Consulting for Facilities
The PERTAN Group provides services related to the entire facility life-cycle process including facility design, acquisition, operations and maintenance, and disposal.
The PERTAN Group has provided Management and Technical Consulting and Implementation for Facilities to the US Army Medical Command (MEDCOM) and to the United States Army Engineer Research and Development Center/Construction Engineering Research Laboratory since 1986. We have provided support in Maintenance Manuals Development and Implementation; Emergency Preparedness Plans; Computer Maintenance Management Systems customization, implementation, and maintenance; Failure Mode Analysis and Reliability-Centered Maintenance Implementation. We are helping a MEDCOM facility achieve ISO 9001 and ISO 14001 certifications.
Energy Analysis and Environmental Management
The PERTAN Group provides technical assistance in various aspects of energy analysis and environmental management. The PERTAN Group helps Government agencies and private sector organizations find and capture opportunities to improve their environmental performance with the development and implementation of Environmental Management Systems.
We developed and implemented ISO 14001 Environmental Management System at Madigan Army Medical Center, Facilities Management Division. We have provided energy analysis and solutions with projects that include: Simulation of Whole-Building Energy Performance for EPA Energy Star®-Rated Windows; Procurement and Commissioning of Power Quality Monitoring Systems at three U.S. Army Hospitals; and State of the Art Review of Thermal Storage Cooling Systems in the United States.
The PERTAN Group offers information management services including identification of present and future automation requirements, application of commercial off-the-shelf applications, use of network and web based options to distribute information and data, customization of software for user applications, version upgrades, and conversions to new platforms. In addition, we offer database development and management, database population, support to both end users and system administrators and training.
Currently, we are supporting US Army Construction Engineering Research Lab (USACERL) in its effort to develop the Fort Future Technology Package. We provide Computerized Maintenance Management Support to Facilities Management Divisions in the US Army Medical Command where we have integrated legacy systems and developed additional tools like the MiniMAX Mobile solution.
Statistical Analysis and Survey Systems
The PERTAN Group provides statistical analysis including regression, multi-variate analysis, maximum likelihood estimation, analysis of variance, hypothesis testing, categorical data analysis, survey statistics, factor analysis, non-parametric statistics. The PERTAN Group also provides expert consultation, assistance, and deliverables associated with all aspects of surveying. The PERTAN Group can assist, and/or perform all phases of the survey process to include: planning, survey design, survey development, pretest/pilot surveying, survey database administration, assessing reliability and validity of data, analyses of quantitative and qualitative survey data.
The PERTAN Group provides statistical support for different programs including the EPA Energy Star® Program for Commercial Buildings and Army’s Facilities- Energy- and Utilities-related programs.
The PERTAN Group provides a full range of services including operations research, mathematical modeling, econometrics and statistical techniques applied to management and technical challenges.
We have successfully developed benchmark models, expert prototype systems, energy performance simulations and economic models in support of the Energy Star® Program for Commercial Buildings and Industrial Facilities, USACERL Fort Future Technology Package, and Facilities and Engineering Management Systems.
The PERTAN Group provides technology transfer services to transfer research and development efforts into real-world applications including technology fielding and training.
We have provided Technology Transfer services for Engineering Management Systems and Reliability-Centered Maintenance Technologies.
